Cultural District

The location of world class culture and leisure, national HQs, retail and a growing residential population, this high footfall area reflects the diversity and dynamism of our city. With major investments in public realm and an international year-long celebration of culture, Leeds 2023, progressing, there are further opportunities for mixed use and residential led development.  

The Cultural District Today

A number of internationally renowned cultural organisations and destinations are located here, including the Leeds First Direct Arena, one of the world’s busiest music venues, Phoenix Dance, Northern Ballet, the BBC, Opera North, Grand Theatre, Yorkshire Dance and Leeds Playhouse. Combined they provide a cultural focal point which is home tosome of the most popular attractions in the country. Together, these organsiations help to contribute to our world class events programme; we host over 70 major annual festivals and arts events.

Recent investments in the area include:

  • Leeds Playhouse – work is due to complete by the end of 2019 of a £13.7m redevelopment of Leeds Playhouse
  • Leeds City College – a £57m campus located next to the award winning Leeds College of Music.
  • Merrion House and Centre – the completion of the £44m redevelopment of Merrion House, a Joint Venture between Leeds City Council and Town Centre Securities
  • Arena Quarter – major investments in the Arena Quarter, a vibrant mixed use zone benefitting from the arena’s 500,000+ visitors per annum
  • Student Accommodation – work on 4 purpose built student accommodation schemes are on site delivering in excess of 2000 bed spaces.

Infrastructure Investments

Leeds continues its commitment to cultural ambition and will deliver a six year, £35m, programme of cultural events and investment, culminating in a year-long celebration of culture in 2023. This area is central to these ambitious plans, and will be at the heart of our celebrations

Through our spaces strategy, major new public realm is planned, with the first of these – Gateway Court – due for completion in 2019 and will provide high quality green space for residents, visitors, students and workers.

Further, infrastructure projects are progressing which will see more than £100m of investment to help people move to and through the area. These plans have been shaped collaboratively between the Council, Combined Authority and landowners.  Works due to start imminently on a range of infrastructure proposals as part of our Connecting Leeds plans.

Investment Opportunities

There is scope for a wide range of investment and development in this area. Major schemes are progressing by Moda Living on their new Private Rented Sector development, further phases of re-development at the Merrion Centre provide opportunities for new occupiers in office, retail and leisure, whilst urban realm enhancements around the Grand Quarter, will see new leisure opportunities for occupiers. The Council also owns development plots at the front of the world class Leeds Arena.
